on parking tickets (abstract)

A July 22 by-law passed by they City of Toronto makes it illegal for York to issue parking tickets to students parked illegally on York grounds and will cost the University over $1 million a year.

York has been using the policy of imposing what it calls "university sanctions" on students, meaning that students with outstanding parking tickets can be prevented from getting transcripts or graduating. Similar policies apply to students who have unpaid tuition or library fines.

However, the by-law changes mean that the University can no longer enforce this policy, according to Ward 15 councillor Howard Moscoe.

"The tickets that York University is issuing to students who mispark are illegal," he says.
